AZDHS
Target: Nov 2026Arizona dispensary POS that keeps its own record
Arizona mandates no specific seed-to-sale system, so the POS has to be the defensible record: acquire, dispense, transfer, dispose, audit. Adult-use sales carry the 16% excise plus 5.6% state TPT and your city and county rates, and the excise exemption turns on the seller’s licence class, not the customer’s card. Keying it off the card under-collects.
- Seed-to-sale system
- None mandated; the POS itself is the record
- Taxes at the register
- At the register, as of September 2026: the 16% excise on adult-use sales, plus 5.6% state transaction privilege tax and your city and county add-ons, all computed on the pre-excise price; medical sales by a dual licensee are outside the 16%.
- Purchase limits
- Quoted from A.R.S. §36-2858(A)(1)(c) below

These are the state’s limits, quoted from the rule. Each block names its source and the day we read it there.
Adult-use (21+) · per transaction
| Marijuana | 1 oz |
| of which, at most, marijuana concentrate | 5 g |
The 5 g is inside the ounce, not on top of it.

Your rules, handled
Arizona’s tax rules and purchase limits are written into CannAgent’s compliance engine from the rule text. Where a figure still waits on an answer from the AZDHS, it is flagged against the rule rather than guessed.
What we have written for Arizona
Arizona coverage is written against AZDHS rules: the excise split between adult-use and medical, what a dual licensee is under A.R.S. 36-2850(9), and the city and county TPT stack. Arizona mandates no specific seed-to-sale system (AZDHS confirmed that to us in writing), so the POS itself has to be the defensible record, and we tell you plainly which parts of that are built and which are still in build.

Arizona cannabis retail — common questions
- Who regulates cannabis retail in Arizona?
- Arizona Department of Health Services (AZDHS) is the state cannabis regulator for Arizona. Official site: https://www.azdhs.gov/licensing/marijuana.
- What seed-to-sale track-and-trace system does Arizona use?
- Arizona does not mandate a specific seed-to-sale vendor system — but licensees must still be able to track acquire, dispense, transfer, dispose, and audit. In a no-mandate state the POS itself is the defensible system-of-record; CannAgent’s chain-of-custody event model and inspector-shaped export for that role are in build.
- What cannabis taxes apply to retail in Arizona?
- At the register, as of September 2026: the 16% excise on adult-use sales, plus 5.6% state transaction privilege tax and your city and county add-ons, all computed on the pre-excise price; medical sales by a dual licensee are outside the 16%.
- What are the cannabis purchase limits in Arizona?
- Adult-use (21+), per transaction: Marijuana 1 oz; of which, at most, marijuana concentrate 5 g (A.R.S. §36-2858(A)(1)(c)).
