By state
Cannabis rules don’t cross state lines.
Pick your state to see who regulates you, the seed-to-sale system you report to, the taxes at your register, the purchase limits where we publish them, and where CannAgent stands there.

Full coverage · 24 states
Every state with adult-use retail open, plus Oklahoma’s medical market, has a page below. Each card names the track-and-trace system the regulator runs, so you can find your peer states at a glance.
- COTarget: Mid 2027
Colorado · MED
METRCWritten against MED rules: the 15% retail marijuana sales tax charged in place of the 2.9% state rate, 2.9% on medical, reason-coded inventory adjustments, and the adult-use and medical split the MED expects, all in the same system as the register.

- CATarget: Dec 2026
California · DCC
METRCFor the California operator paying four to seven vendors for what one system should do. Written against DCC rules: the 15% excise held flat through June 2028 under AB-564, the per-day purchase limits in 4 CCR §15409, and a state, city and county tax stack confirmed with you at onboarding, because we do not guess a municipal rate.
See CA details →
- ORTarget: Mid 2027
Oregon · OLCC
METRCWritten against OLCC rules: the 17% state tax plus up to 3% where your city or county adopted the local option, no general sales tax, the seven per-category daily purchase limits, and the OMMP patient exemption, with packaging and labeling checks in the same system as the register.
See OR details →
- MITarget: Early 2027
Michigan · CRA
METRCFor the 3 to 10 store Michigan operator whose reports do not roll up across locations. Written against CRA rules: the 10% adult-use excise plus 6% sales tax, the 24% wholesale tax in effect since January 1, 2026 as a cost rather than a receipt line, and the adult-use and medical split.
See MI details →
- NJTarget: Mid 2027
New Jersey · CRC
METRCWritten against CRC rules: 6.625% state sales tax on adult-use sales, a municipal transfer tax of up to 2% where your town adopted one, and the Social Equity Excise Fee kept off the receipt, because it is the cultivator’s fee and reaches you as cost. Plus the adult-use and medical split the CRC requires.
See NJ details →
- NYTarget: Mid 2027
New York · OCM
METRCWritten against OCM rules under the MRTA. Tax Law §493 sets three cannabis taxes: 9% distributor-to-retailer, already in your wholesale cost, then a 9% state retail excise and a 4% local tax at the register, 13% combined, with no general sales tax on top. Plus Metrc traceability (post-BioTrack transition) and the adult-use, medical and CAURD lanes.
See NY details →
- MATarget: Early 2027
Massachusetts · CCC
METRCWritten against CCC rules: the 10.75% state excise, 6.25% sales tax and up to 3% local tax on adult-use sales, none of the three on sales rung under the medical program, Metrc traceability, and the adult-use, medical and social-equity licence lanes.
See MA details →
- ILTarget: Mid 2027
Illinois · IDFPR
METRCWritten against IDFPR rules: the potency-tiered state cannabis tax (10%, 20% or 25%), 6.25% sales tax, and up to 6% combined local cannabis tax (3% municipal plus 3% county; 3.75% county in unincorporated areas). Plus Metrc traceability, the craft-grower and dispensary licence classes, and the adult-use and medical split.
See IL details →
- NVTarget: Nov 2026
Nevada · CCB
METRCWritten against CCB rules: the 10% retail excise on each adult-use sale plus 6.85% state sales tax and your county’s rate, the 15% wholesale excise kept off the receipt as the cultivator’s cost, the 2.5 oz and one-quarter ounce per-transaction limits in NRS 678B.550, and the medical and adult-use lanes NRS 678 sets up.
See NV details →
- MDTarget: Mid 2027
Maryland · MCA
METRCWritten against MCA rules: one 12% cannabis sales-and-use tax on adult-use sales (Tax-Gen §11-104(k)), medical sales and licensee-to-licensee transfers exempt under §11-245, Metrc traceability, and the monthly physical inventory COMAR 14.17.12.04D requires, with the investigation clock that follows a discrepancy.

- OKTarget: Mid 2027
Oklahoma · OMMA
METRCOklahoma is medical-only. Written against OMMA rules: the 7% medical excise plus 4.5% state sales tax and your city and county rates on every patient sale, Metrc traceability, and the per-transaction purchase limits. The OMMA licence check a sale needs is not built yet, and we do not open in Oklahoma until it is.
See OK details →
- METarget: Early 2027
Maine · OCP
METRCWritten against OCP rules: the 14% adult-use tax that replaces the 5.5% general rate rather than stacking on it, and Metrc traceability. When CannAgent opens in Maine it will be for adult-use (21+) sales: Maine keeps no patient registry, so a medical sale is refused at the register until the written-certification flow is built.
See ME details →
- RITarget: Mid 2027
Rhode Island · CCC
METRCWritten against CCC rules: 10% state cannabis excise, 3% local and 7% sales tax on adult-use sales, 20% combined and the same everywhere in the state; medical sales pay the 7% sales tax only. Plus Metrc traceability and the compassion-center licences carried over from the 2022 conversion.
See RI details →
- MNTarget: Mid 2027
Minnesota · OCM
METRCWritten against OCM rules: one 15% cannabis gross receipts tax on every taxable cannabis product, hemp edibles included, plus 6.875% state sales tax and local rates; the licence tiers HF 100 created, from microbusiness to retailer; and the lower-potency hemp edible lane Minnesota runs beside cannabis.

- AKTarget: Mid 2027
Alaska · AMCO
METRCWritten against AMCO rules. Alaska’s cannabis excise is per ounce and paid by cultivators ($50 mature flower, $25 immature, $15 trim, $1 per clone), there is no state sales tax, and the tax at your register is whatever your municipality levies: Anchorage, Fairbanks, Juneau and Sitka all do.

- MTTarget: Dec 2026
Montana · CARD
METRCWritten against Department of Revenue CARD rules: 20% on adult-use and 4% on medical sales, computed after any discount, plus up to 3% where your county voted a local option; no general sales tax; the 1 oz, 8 g and 800 mg limits in MCA 16-12-106; and the county opt-in map under I-190.
See MT details →
- OHTarget: Mid 2027
Ohio · DCC
METRCWritten against Division of Cannabis Control rules: the 10% adult-use excise plus 5.75% state sales tax and your county’s rate, sales tax only on medical-lane sales, Metrc traceability, and the medical-to-dual licence conversion Issue 2 started in 2023.
See OH details →
- MOTarget: Mid 2027
Missouri · DCR
In transitionWritten against DCR rules under Amendment 3: the 6% adult-use tax, 4.225% state sales tax, and up to 3% local on adult-use sales, city or county but not both. Missouri’s tracking contract is being re-bid with no announced winner, so we confirm your system at onboarding instead of guessing.
See MO details →
- CTTarget: Mid 2027
Connecticut · DCP
BioTrackWritten against DCP rules: BioTrack CATS traceability, 6.35% state sales tax plus the 3% municipal tax on adult-use sales, and an excise that changed base on 2026-10-01, from a per-milligram potency tier to a flat 10.75% of gross receipts. Sales to registered patients are tax-free.
See CT details →
- DETarget: Mid 2027
Delaware · OMC
BioTrackWritten against OMC rules: a single 15% marijuana tax on adult-use retail sales, with no state sales tax and no local add-on, and medical-program sales outside it. Plus BioTrack traceability and the adult-use and medical lanes HB 1 and HB 2 created.
See DE details →
- NMTarget: Mid 2027
New Mexico · CCD
NMS2SWritten against CCD rules: NMS2S, the state system that replaced BioTrack on 2026-09-04; the 14% adult-use excise, which rises a point each July 1 through 2030; and gross receipts tax at your location code, 5.25% to 9.4375%, because there is no single state base a store pays. A direct NMS2S connection is not built yet.

- WABuilt here · Live
Washington · WSLCB
CCRSBuilt in Washington first. The 37% excise in the shelf price, the WAC 314-55-095 purchase limits, age checks at the cart, and CCRS-shaped records sit in the same system as the register, not in a separate compliance tool.

- VTTarget: Mid 2027
Vermont · CCB
State portalWritten against CCB rules: Vermont’s own Inventory Tracking System, which Rule 2.8.2(b) says point-of-sale sales must reach in real time through its API, and the monthly inventory reconciliation Rule 2.2.6(c) requires within 15 days of month end. Plus the 14% adult-use excise and 6% sales tax, 20% combined, and the licence tiers Act 164 created.

- AZTarget: Nov 2026
Arizona · AZDHS
No mandated systemArizona mandates no specific seed-to-sale system, so the POS has to be the defensible record: acquire, dispense, transfer, dispose, audit. Adult-use sales carry the 16% excise plus 5.6% state TPT and your city and county rates, and the excise exemption turns on the seller’s licence class, not the customer’s card. Keying it off the card under-collects.

What each tracking system means
METRC states (17)
Franwell METRC seed-to-sale — the de facto standard. These pages are written against METRC’s reporting model; the per-state specifics layer on top.
States between traceability systems (1)
The state’s seed-to-sale system is changing, and the page says what is known about the next one. Which system a store reports to is confirmed at onboarding — not a reason to swap POS mid-cutover.
BioTrack states (2)
Helix BioTrack THC seed-to-sale — a smaller cohort with a mature reporting cadence. Written against BioTrack’s model rather than assuming METRC everywhere.
NMS2S states (New Mexico) (1)
New Mexico's Cannabis Control Division moved the entire industry off BioTrack to the state's own New Mexico Seed-to-Sale System on September 4, 2026 — one week's notice, mandatory for every licensee. We generate the NMS2S-shaped reporting; there is no integrator connection to it yet, and we say so before you sign.
CCRS states (Washington) (1)
Washington built its own Cannabis Central Reporting System rather than license a vendor — CannAgent builds the CCRS files, and LCB has granted CannAgent integrator access.
State-portal states (Vermont) (1)
Vermont built its own Inventory Tracking System rather than license a vendor. CCB Rule 2.8.2(b) requires point-of-sale sales to reach it in real time through its API, and Rule 2.2.6(c) a monthly reconciliation within 15 days of month end. CannAgent has no connection to that API yet.
No mandated track-and-trace (POS is the system of record) (1)
States that mandate no specific seed-to-sale vendor (e.g. Arizona). The licensee must still track and audit seed-to-sale — so the POS itself has to be the defensible record. CannAgent builds that in rather than assuming a state system does it for you.
Don’t see your state?
Every state with adult-use retail open is covered above. If you’re a medical-only operator (FL / PA / VA / WV and others) or in a state mid-legalization (KY / NH / NC), the demo call covers exactly what we’d build for your regulator before launch.
